3RD INTERIM DIVIDEND INCREASES 21.6%

The Board of Directors of Banco Bilbao Vizcaya has approved the payment of the
third quarterly dividend for the fiscal year 1998 on all shares in issue as
follows:

Gross Dividend:  4.627793 Eurocents per Share/ADR (Pta. 7.700)
Net Dividend:    3.470845 Eurocents per Share/ADR (Pta. 5.775)
