ELECTRA KINGSWAY VCT 3 PLC (the "Company")

Publication of the Annual Report and Accounts for the year ended 30 September
2007 and Notice of Annual General Meeting

The Company announces that it has today posted to shareholders copies of the
annual report and accounts of the Company for the financial year ended 30
September 2007, which also contain a Notice of an Annual General Meeting of the
Company (the "Annual General Meeting" or "AGM"), together with a form of proxy
for use in relation to the AGM (the "Accounts").

The Annual General Meeting will be held at 1.00pm on 5 March 2008 at Paternoster
House, 65 St Paul's Churchyard, London EC4M 8AB.

A resolution will be proposed at the AGM to amend the Company's current articles
of association to reflect the introduction of provisions of the Companies Act
2006 and update references to other relevant legislation.  Further details of
the proposed amendments to the articles of association are included in the
explanatory statements relating to the resolutions to be proposed at the AGM
contained in the Accounts.

A copy of the proposed articles of association of the Company are available on
request at the Company's registered office at Paternoster House, 65 St Paul's
Churchyard, London EC4M 8AB and will be available for inspection at least 15
minutes before, and at, the AGM.

The Accounts have been submitted to the UKLA Document Viewing Facility and will
shortly be available for inspection at:
