There won't be a dividend in the near future because CLF is using free cash flow to pay down debt. Moreover, CLF is presumably still interested in pursuing US Steel at some point, if the Nippon deal does not go through.

Reducing costs might have some affect, and, or improving accounting methods? certainly getting back to paying a stock dividend might help as well, after all, its only paper money! New Management?

Clf's revenue this year was $19.2B, USX's revenue was this year was $15.6B. As a iron ore producer only, CLF's annual revenue was about $2B. They are still making a lot of money, just not as much as last year.
