Park Row, a leading national financial advice firm, is delighted to announce the
appointment of David Charles Pinckney FCA MA, aged 61, as non-executive chairman
from 1 September 2002.

David has extensive experience in the financial services sector in the UK,
France and the Far East. He began his career with Peat Marwick Mitchell & Co
(now KPMG) where he became senior audit partner for France and French speaking
Africa. He was then managing director of Wrightson Wood Financial Services Ltd
before becoming group finance director and joint managing director at Thornton &
Co Ltd, which became a subsidiary of Dresdner Bank in 1988. He joined AXA
Investment Managers Ltd in 1998 and will continue in his current role as
executive vice chairman there.

David joins Park Row during a period of rapid expansion following the reverse
takeover of Birchin International plc earlier this year. Park Row now has 250
advisers and is on a recruitment drive to grow the business further.

David succeeds Colyn Gardner who has decided to step down after five years as
Executive Chairman of Park Row, formerly Birchin International plc, to
concentrate on his business interests in the Channel Islands. He will remain
non-executive chairman of AIM listed Intellexis plc.

In May 1985, David was appointed a non-executive director of Berlei (UK) Limited
("Berlei"), at the request of the Welsh Development Agency, when it was known
that Berlei was in financial difficulty. David was then appointed the
non-executive chairman of Berlei in June 1985. In November 1985, County Bank, a
major shareholder and creditor of Berlei, put the company into receivership.

No further disclosure with regard to David Pinckney's appointment is required
under the AIM Rules.
