Maybe the dollar amount being "borrowed" is in Vietnamese Wong and not US dollars. That would make a lot more sense. Although 1 billion is about 39k US. With his poor track record, I don't know if anybody, with any business acumen, would risk/waste that sum of money on this Henry fellow.
