A 1,547-page spending deal was released Tuesday night will give members of Congress a raise.

Here's another opinion on not selling under 5.00 a share 

If I'm correct ( which I'm sure I am ) 
Hedge Funds can't buy a company’s stock under 5.00 

So
KULR has to close one day @ 5.00 + in order for hedge funds to buy
