Radio Authority confirms award of additional service licence to ITIS Holdings
plc

Following its February meeting, the Radio Authority announces today (7 February)
the confirmation of the award for the Additional Service licence to ITIS
Holdings plc.

The licence was conditionally awarded on 12 December 2002 subject to the
acceptability to the DTI of the technical plan submitted by the licensee (press
release 158/02). This condition has now been met.

An assessment of this Additional Service licence award was published by the
Authority on 7 January 2003 (press release 3/03).

NOTES TO EDITORS

 1. Under the terms of the Broadcasting Act 1990 this licence must be awarded,
    subject to the other requirements of the Act being satisfied, to the
    applicant offering the highest cash bid.
 2. The new licence is for a period of eight years from 1 January 2004.
 3. The licensee is required to pay its cash bid, uplifted by the RPI, to the
    Treasury each year, plus 4% of qualifying revenue for each accounting
    period. In addition, the licensee must pay an annual licence fee to the
    Authority which is currently equivalent to 10% of its qualifying revenue,
    subject to a minimum fee of #25,000 per annum and a maximum of #100,000 per
    annum.
 4. The Radio Authority is responsible for licensing and regulating Independent
    Radio in accordance with the statutory requirements of the Broadcasting Acts
    1990 and 1996. It plans frequencies, awards licences, regulates programming
    and advertising, and plays an active role in the discussion and formulation
    of policies which affect the Independent Radio industry and its listeners.
