Mpower Comments on Federal Appeals Court Ruling on Phone Rules

commented on yesterday's federal appeals court ruling overturning
portions of the Federal Communications Commission's latest
telephone competition policy rules. "While we are still reviewing
the decision, it appears that it will have little impact on
Mpower's business plan," stated Mpower Communications Corp.'s

traffic runs on switches and wire center equipment we own. Wedon't
rely on ILEC switching to provide service to our customers, so we
will not be affected by a significant portion of the decision,
