date has presented considerable challenges and opportunities. The
challenges result from the slow pace toward recovery of the
financial and credit markets which directly impact receipt of
contracted revenues and the opportunities result from the
persistent efforts of StratoComm's dedicated engineering and

the company this year has been the accumulation of meaningful
transactions that remain as potential contributors to StratoComm's
likely move to substantial revenues yet in 2009." Cameroon Turn on
of the interim system in Cameroon has been challenged by logistical
issues that relate to coordination of access to supportive funds
and access to required connections on site in Douala. At present
most of these issues have been handled. There has been much
speculation as to the cause for delay and it results with issues
that are not unknown even here in the U.S.A. and most developed
countries. It is presently anticipated that remaining requirements
will be satisfied shortly which will enable travel to Douala of
StratoComm's engineering team in the near term to accomplish system

StratoComm's agreement with Kron is focused to two primary areas,
1. A collaboration for market development, ie; system sales in
certain African countries, and 2. Financing of those sales. On both
points StratoComm is satisfied with the progress to date and it is
anticipated that defining results will be known to the public
shortly and perhaps within the next several weeks. Although the
Kron agreement can be reduced to the two primary points presented
above, the complexity of the process and resulting demands should
not be discounted. As a shareholder you should keep in mind that
what StratoComm pursues has never been successfully undertaken by
any company, which, in management's view, is true for the reason
that no other company has the intellectual manpower, intellectual
property and in-country relationships required. Domestic Initiative
This effort, which holds considerable promise for StratoComm, has
necessarily been lowered to a lesser priority in order to manage
available resources to opportunities of more immediate prospects.
Stratospheric Tests Stratospheric capabilities remains StratoComm's
end game. The need to direct resources to the higher priorities of
system sales and ongoing technical development requires pushing the
first flight test forward. "Toward that end I can report that the
company is actively engaged in discussions relative to location and
logistical support to base its stratospheric flight tests," Shearer
said. "I will not forecast a specific time line but I anticipate
being able to do so in the near term." Intellectual Property
Filings Efforts preparatory to extending filings of key patents to
foreign regions are presently in process and will be reported with
their occurrence. Additional technical development has continued.
Movement to OTC The process of updating financials preparatory to
completing audits continues to progress well. The company remains
committed to this process but necessarily has focused required
resources to the higher priorities of system sales and ongoing
technical development. Based on anticipated success with these
efforts it is expected that the move to the OTC will be reactivated
