CoreCivic: Controversial, But Strong Cash Flows

The Buy Thesis

CoreCivic (CXW) is deeply undervalued to the extent that even if some of the perceived risk were to manifest, the cash flow outlook is materially better than the market price would indicate. Present annualized FFO is $2.08 per share as compared to a $6.70 market price, so just a few years of cash flow makes the entire market capitalization. I think the political risk is misunderstood in terms of both what can feasibly happen and what the impact would be on CXW.

I examine the scenario of what I view as the most harsh of likely potential policy and show that CXW's cash flows would still be worth substantially more than $6.70. As the political situation stabilizes the stock could rise quite significantly once the market sees the cash flows as stable.

Given the chaos in America, I think we could see a rotation here. Trump can’t have police at the voting stations. However, nothing could stop him clearing the streets and issuing contracts to detain protestors ahead of the election. If you think Trump’s a tyrant, this is where the Robinhood crowd should put their money.

I find it interesting the teacher Union wants to divest from these type stocks. Are the in denial of the whole school to prison theory, or are the upset because the immigration camps kids would be in their classes? So it’s really a fight over who the government pays for these kids.

Our second third financial performance came in ahead of our initial forecast as we experienced modestly higher revenues across multiple federal and state partners during the quarter. Normalized FFO of $0.56 per share was $0.02 ahead of the high-end of our third quarter guidance and AFFO of $0.53 per share was $0.01 ahead of the high-end of our guidance.
