Compact Power and Ferrovial join forces in the development of waste treatment
technology.


Cadagua, a subsidiary of the Spanish engineering group Ferrovial, has obtained
exploitation rights for Compact Power's waste treatment technology.

Bristol, June 2nd 2003.

Cadagua, a subsidiary of Ferrovial, specialising in the engineering and
construction of water treatment plants, and the UK company Compact Power have
signed a co-operation agreement which grants Cadagua rights for all of Spain
(except Catalonia) to Compact Power's technology for the treatment of municipal
solid waste, industrial and clinical waste.  Catalonia is covered by a separate
agreement between Compact Power and EMTE S.A.

Compact Power is the developer and proprietor of an innovative technology that
enables the conversion of a wide range of wastes into heat, energy and other
useful by-products through the thermal processes of pyrolysis, gasification and
high temperature oxidation which meet the strictest environmental standards.

Under the agreement, the Spanish company's engineers will be spending time at
Compact Power's Avonmouth plant to familiarise themselves with the British
company's technology and its operating procedures.

The agreement between Compact Power and Ferrovial strengthens the opportunity to
develop a programme of projects in Spain, a key market for the introduction of
new technology in this field, following the introduction of new European
directives concerning waste treatment and landfill sites. Cadagua, for its part,
has already started to identify projects to establish Compact Power's technology
in Spain, thereby reducing the time required for their implementation.

The agreement also recognises the potential for Compact Power to co-operate with
Ferrovial as a financial and engineering partner in those overseas markets in
which the Spanish company is already established.

The agreement also represents another success for Compact Power's policy of
establishing strong local partnerships that will facilitate the delivery of
projects at home and abroad.

Compact Power's CEO, John Acton said:

Cadagua's Commercial Director, Antonio Casado stated:

possibilities for implementation in future waste treatment projects involving
rigorous environmental and technological demands. Our co-operation within Spain
can be exported to infrastructure and waste treatment development projects in
