CABLE & WIRELESS APPOINTS CEOs FOR NEW BUSINESS

Cable & Wireless announced today (22 May 2000) that it has appointed two
senior executives of the Group who will jointly run its new business, Cable &
Wireless Global.

Cable & Wireless Global, to be launched at the end of this month, will
incorporate the Group's wholly owned operations in the US, UK, Europe and
Japan and will spearhead the company's drive to become the leading global
provider of Internet Protocol (IP) services to business customers.

The two executives are Mike McTighe, Chief Executive, Global Operations, and
Don Reed, Chief Executive, Global Services.  Both report to Graham Wallace,
Chief Executive, Cable and Wireless plc.  Mike McTighe will be responsible for
strategy, product and business development, marketing, networks and
technology, which will be run globally.  Don Reed will be responsible for
sales and customer service which will be provided locally through the business
operations in the US, UK, Europe and Japan and globally through Global Markets
and Partner Services.

Commenting on these appointments, Graham Wallace said: "Cable & Wireless

the industry and gives us real strategic advantage.  It means we can develop
and launch products in one location and roll them out quickly and cost
effectively to all our target markets.

will make Cable & Wireless Global a powerful force in the global IP and data
market. This business is central to our strategy as a group."

Mike McTighe is currently Chief Executive, Global Operations. Don Reed is
currently Chief Executive, Regional Businesses.

Greg Clarke, Chief Executive of Cable & Wireless Communications (CWC), has
decided to leave the Group once the disposal of CWC's residential business to
NTL has been completed.

Graham Wallace said: "Greg has made an enormous contribution to Cable &
Wireless in his five years with the Group and has been an extremely supportive
colleague.  He has now decided to move on to something new and we wish him
every success in the future."

Don Reed's Regional Business responsibilities, which include the Caribbean and
Panama businesses as well as operations in the Pacific and Indian oceans, will
be taken on by Robert Lerwill, Group Finance Director, in addition to his
Board level financial role. Warren Tucker, Deputy Group Finance Director, will
assume additional finance responsibilities, including the group taxation
function.

In the last financial year, Cable & Wireless Global had sales of #3.5 billion
on a pro forma basis.  It will have around 14,000 employees worldwide.

Mike McTighe

Mike McTighe joined Cable & Wireless in May 1999 as Chief Executive, Global
Operations.  He was previously President and Chief Executive Officer of
Philips, Consumer Communications LLP, a joint venture between Philips
Electronics NV and Lucent Technologies Inc.

Prior to that he held a number of positions with Motorola, including Director,
European Manufacturing Operations and Director of Operations, Asia/Pacific
region.
He was previously with the General Electric Company, with roles including UK
Manufacturing Director and Ultrasound and Nuclear Business Manager based in
Paris.

Don Reed

Don Reed joined Cable & Wireless in June 1998, responsible for a number of
strategic and operational areas, including Group Technology, Strategic
Planning and Customer Service.  He was previously President and Group
Executive of NYNEX.

He was also Executive Vice President, External Affairs and Corporate
Communications at Bell Atlantic following the anticipated merger of NYNEX and
Bell Atlantic. Before that, he was President and Chief Executive of NYNEX New
England.

At Cable & Wireless, he has recently been responsible for the Group's Year
2000 project and customer service initiatives as well as his Regional
Businesses role, and also oversaw the project that led to the creation of
Cable & Wireless Global.
