The ExxonMobil Baytown Refinery announced today the start-up of new facilities
that will reduce sulfur content of motor gasoline it produces by 90 percent. The
three-year project included construction of the world's largest SCANfining unit,
which uses ExxonMobil's proprietary SCANfining process to selectively remove
sulfur from cracked naphtha while minimizing the loss of octane in the resulting
gasoline.
"The completion of this project insures we will continue to produce
higher-valued, cleaner-burning fuels from lower-cost raw materials while meeting
our regulatory obligations," said Refinery Manager Mike Brown. "And at the same
time, the new gasoline will help reduce nitrogen oxide (NOx) emissions from
vehicles on our area's roads. NOx is one ozone-precursor that the
Houston-Galveston area is working to reduce in order to meet the Ozone State
Implementation Plan by 2007."
This will also allow the refinery to meet the Environmental Protection Agency's
(EPA) regulations that go into effect in 2004 for reduced sulfur gasoline. The
regulations, mandated as part of the Clean Air Act Amendment of 1990, require
refiners to reduce the maximum amount of sulfur in gasoline using a phased-in
approach from current levels to 300 parts-per-million (ppm) in 2004 and 2005,
and to 80 ppm in 2006.
Construction of the facilities, which began in October 2001, was completed with
an excellent safety record. Construction personnel worked nearly three million
hours at the project site without a lost-time incident and achieved a total
recordable incident rate of 0.22 incidents per 200,000 work-hours, well below
the national average for the construction industry.
The engineering, procurement and construction contractor for the project, Fluor
Corporation, was recently honored by Associated Builders and Contractors of
Greater Houston in its 2003 Excellence in Construction Competition. Fluor's work
on the Baytown Low Sulfur Gasoline project took top honors in the Mega-Project
category, and then went on to beat all other 18 category winners for the Best of
Houston Cup.
